We booked an Expedia trip on Cabarey to do whale watching...which also took us by the Arch. It's a MUST SEE when at Cabo and you can only see it via a boat. If you want to save money, and don't mind smaller boats, one of the water taxis from the area around The Office all the way to the Marina will take you to the Arch.

Added a sunset cruise, for free after going on a tour for time share for hotel. 2hrs worth of saying no, for free cruise. Comes with dinner and drinks
Take a water taxi for cheap or do the sunset sailboat cruise we did. That was amazing.
The water was rough so bring a motion sickness patch just in case.
